Can someone please explain to me why Hillary continues to make such a big deal about her "experience" allowing her to govern from day 1?

Please correct me if I am incorrect in any of the following:
    1. She has never had to meet a payroll.
    2. She has never run a company.
    3. She has never chaired a Senate committee (or subcommittee?)
    4. She has never run a governmental organization.
    5. In her Hillary Care adventure, the experience was a non starter and went nowhere.
